New Mexico Deaf Child Bill of Rights

The following Introcuction is taken from the NM Task Report "Toward Brighter Futures"

"On December 3, 2001, a Task Force was formed by the Public Education Dept. and the New Mexico School for the Deaf to study and develop recommendations related to the quality of services and education for infants and school age children and youth who are deaf or hard of hearing. One of the 19 recommendations listed in the New Mexico Education of the deaf and Hard of Hearing Task Report "Toward Brighter Futures" is the passage of an Educational Bill of Rights. The task force felt this of utmost importance to highlight the crucial needs in our educational and Part C systems for students who are deaf or hard of hearing, to acknowledge the human rights issues involved, and as a first step in translating the vision of the task force into reality. The Bill of Rights made it to the Governor's Call prior to the start of 2004's legislative session. On March 9, 2004 Governor Bill Richardson signed the Bill of rights into law."

"Toward Brighter Futures" is a detailed, multi-layered analysis of what the educational delivery system for deaf and hard of hearing children in New Mexico should look like. It is of note that the Task Force represented not only a broad cross section of state stakeholders (e.g., educators, families, consumers), but also a collaboration between the 3 major institutions in the state: the Department of Education, the New Mexico School for the Deaf and the Department of Health, the latter being responsible for programs for infants and toddlers. We encourage to read "Toward Bright Futures" for a unique example of the kind of work a state coalition can complete.
