NASDSE Guidelines
Key Issues or Points of Discussion:
- Explanation of process and revision from 1995-2006 Guidelines
- State Dissemination of Guidelines
- Educational Seminars for training on Guidelines
- Training options - 3 levels individualized to where states are in their planning process
- Support for "Community of Practice" to evolve relative to development of supports for DHH programming
- Outcome and hope: Each state would have a state plan to implement a plan to identify the educational issues and needs for all students who are DHH.
- Training can be paid by Department of Ed or any other entity that has the funds - often collaborative
Solutions/Strategies; Commitments of Participants; Improvement Suggestions:
- Use as trainer of trainers model for getting information to other groups including parents within a state.
- Promote on-going discussion to continue discussions and planning through "Community of Practice" model.
- Program Standards/Guidelines - CO, CA, WI - other states? Go to department of ed websites to locate.
- Use Guidelines to support program/placement decisions for individual students (parents/teachers).
- Suggestions for trainings:
- Must include deaf individual in training
- Information about educational interpreters and what that means in the classroom
- Information on how to address need of students with teacher shortage
- Expectations of students relative to academic performance and state accountability system - same expectations for DHH students as for hearing peers, high expectations
- TODs ability to address students with CIs - perception is that they can be taught like a typical hearing child when they cannot be
- Eligibility for services for DHH students - looking beyond academic needs to include communication and social aspects
- Training should be based on some framework of goals such as Deaf Child Bill of Rights; this would help lead to statewide systematic changes; education should be a process rather than a place.
- Utilizing other existing products that are available (e.g., MENUS)
- Need to related content to IDEA regulations
- Need to send information to School for the Deaf superintendents
